Your municipality adopted the #SafePlace4Women Resolution. Looking back, what concrete changes has this commitment brought to your city, and which measures have had the greatest impact?
FR: L’adoption en tant que maire de la charte que j’ai initiée à Valencia, en 2023, lorsque j’étais président du groupement socialiste du Comité européen des régions, est un acte fort de cohérence politique. À Coulaines la lutte en faveur des droits des femmes et contre toutes les formes de violences sexistes, sexuelles, conjugales, économiques, racistes, antisémites ou psychologiques est notre priorité de sécurité publique car ces violences sont en totale contradiction avec nos valeurs humanistes et universalistes.
EN: As Mayor, adopting in Coulaines the charter that I initiated in Valencia in 2023, when I was President of the PES Group in the European Committee of the Regions, is a strong act of political consistency. In Coulaines, the fight for women’s rights and against all forms of sexist, sexual, domestic, economic, racist, antisemitic and psychological violence is one of our public security priorities, as these forms of violence are completely incompatible with our humanist and universal values.
What progress has Coulaines made in preventing and combating gender-based violence since adopting the Resolution? Have you seen improvements in awareness, support services, or cooperation between local authorities and civil society?
FR: Nous avons constaté: une hausse du nombre de dépôts de plaintes traduisant une meilleure identification et dénonciation des violences; une prise de conscience accrue de l’opinion publique et de l’urgence à agir; une augmentation du nombre de femmes reçues par l’association partenaire d’aide aux victimes; l’émergence d’initiatives comme la réalisation de courts métrages par une classe du collège de Coulaines, lauréate à deux reprises du concours sur l’égalité filles-garçons. La montée des menaces masculinistes nécessite la consolidation de réseaux puissants unissant les autorités locales, l’Etat, l’Union européenne et la société civile. Face à cette régression civilisationnelle, chassons en meute !
EN: We have observed: an increase in the number of complaints filed, reflecting better identification and reporting of violence; greater public awareness of the urgent need to act; an increase in the number of women supported by our partner victim-support organisation; the emergence of initiatives such as the production of short films by a class from Coulaines secondary school, which has twice won a competition promoting equality between girls and boys. The rise of masculinist threats requires stronger, powerful networks that bring together local authorities, the State, the European Union and civil society. Faced with this civilisational setback, we must stand together and act as one!
Many local leaders want to take stronger action against violence against women but are unsure where to start. Based on Coulaines' experience, what advice would you give to other mayors considering adopting the #SafePlace4Women Resolution?
FR: Tout d’abord approuver la charte pour fixer un cap clair et intangible. Deuxièmement déployer un arsenal d’actions s’inscrivant dans la durée. Troisièmement faire boule de neige en incitant toutes les villes, villages et régions progressistes d’Europe à ratifier notre charte #SafePlaceForWomen afin d’éradiquer le fléau des violences faites aux femmes.
EN: First, adopt the charter to set a clear and unwavering direction. Second, deploy a comprehensive set of actions designed to last. Third, create a snowball effect by encouraging all progressive cities, towns and regions across Europe to adopt our #SafePlaceForWomen charter, with the aim of eradicating the scourge of violence against women.
